Verdict
Penny is the launch Lightning Brawler and the most mechanically distinct SSR in the 1.0 roster. Her loop runs on Coins: Basic Attack 3rd-Hits generate Coins, the Special Skill consumes a Coin to fire an enhanced multi-arrow attack, and the Ultimate (Thunderstorm Shot) is a huge Lightning AoE that flies past enemies causing explosions. Crit Rate scales with her Lightning DMG Boost, so the more Lightning damage you stack, the higher her crit chance.
Her ceiling is C1 (teammates can also generate Coins for her — one shared economy across the team) and C3 (Ultimate consumes Coins for +50% Lightning DMG, and Coins immediately return). C5 adds a Jackpot RNG mechanic — 40% chance per Coin gen to trigger Jackpot, during which she can't make new Coins but gets massive damage. The Coin economy is the skill check.

Kit overview
Five abilities. Coins are the currency — earn them, spend them, profit.
- SpecialElectric Overload
Backflip + multi-arrow Lightning forward shot. With a Coin available, it consumes the Coin and fires the enhanced version — multiple targets, big damage. Fires CONSTANTLY (1s CD) but only enhanced if you have a Coin.
- Basic AttackTitanium Bow
Ranged bow shots. 3rd-Hit creates a Lightning current that seeks nearby enemies + generates a Coin. Spending a Coin on Charge Attack restores something. This is your Coin engine — every 3 BAs = 1 Coin.
- PassiveElectric Charge
Crit Rate increases with Lightning DMG Boost (cap). BA 3rd-Hit generates Coins (with cooldown). The passive ties her offensive substats together — stack Lightning DMG, get Crit Rate for free.
- Tag-InTempest Arrow
Swap-in: arrow into the air → falls as shards on enemies. AoE Lightning entry. Doesn't generate Coins but seeds damage during the swap.
- UltimateThunderstorm Shot
Huge electric arrow that flies past enemies, causing chain Lightning explosions + inflicting Lightning Affliction. C3 lets it consume Coins for +50% Lightning DMG, returning the Coins immediately after.

C1 is the meaningful jump (team Coin sharing); C3 amplifies the Ultimate.

- C1 — No Price Gouging — Teammates' attacks can also generate Coins for Penny. Shared team Coin economy = faster generation = more enhanced Specials = bigger damage. Biggest jump in her chart.
- C3 — Optimal Time Management — Ultimate consumes Coins for +50% Lightning DMG and Coins immediately return. Transforms the Ultimate into the highest-burst tool in the game.
- C5 — Reclaimed Treasure — 40% Jackpot proc on Coin gen — high variance RNG ceiling. Massive damage during Jackpot windows; some players love it, some hate the RNG.
- C0 — Money Is Best — Coins auto-collect + Crit DMG +50% for X seconds on Coin pickup. Fully playable at C0.
- C2 / C4 — flat statsticks — +2 skill levels each. Pickup between meaningful jumps.
How to play her — boss rotation
Five steps. The skill check is BA 3rd-Hit timing.
- 1. Tag-In (Tempest Arrow) for AoE entry — Falls as Lightning shards on the enemy cluster. Doesn't generate Coins but seeds damage and the swap window.
- 2. Basic Attack 3× to land the 3rd-Hit + Coin — The 3rd-Hit is where the Coin is generated. Don't break the chain — boss dodges or interrupts reset the count.
- 3. Special Skill (Electric Overload) — spend the Coin — With a Coin available, Special fires the enhanced multi-arrow version. Without a Coin you fire base Special — significantly weaker. Wait for the Coin.
- 4. Ultimate (Thunderstorm Shot) on stagger window — Multi-target Lightning explosion + Lightning Affliction. With C3, consumes Coins for +50% DMG (returned after). Pop in the broken phase for the burst.
- 5. Continue the BA → Coin → Special loop — Special Skill is on 1s CD — you can fire it constantly as long as Coins are available. The bottleneck is Coin generation, not Special cooldown.

Pull only if you're willing to learn the Coin loop — she has the highest skill floor in the SSR roster. If you want a simpler carry to start, prefer Ophelia or Esther. If you enjoy mechanical depth, she rewards practice.
