Verdict
Flare is the launch Fire Destroyer and the cleanest stagger carry in the 1.0 roster. Her kit does two things at once: it pumps Neutralization damage (the stat that breaks a boss's stagger gauge) and it lays down a persistent Blaze Zone that ticks Fire DMG while she stands in it. That dual role is why she goes into almost every Fire team — she anchors the stagger phase AND contributes meaningful sustained damage between breaks.
Her real ceiling shows up at C1. Dragon's Breath becomes team-wide (every teammate gets the +14% Fire DMG buff when she does), which turns her into a Fire-team enabler on top of her carry job. C3 widens the Blaze Zone to 20% DMG ratio over 5s and spreads it across the ground — basically a free DoT carpet. C5 adds +50% Special Skill total damage. Even at C0 she clears endgame Conquest; the Canto chart is pure scaling.
Pull her if you don't already have a tuned Fire core. She is the strongest answer to Fire-weak bosses and the easiest way to enter the stagger/burst loop the game is built around. Skip only if you already pulled Mina and built a non-Fire stagger team.

Five abilities. Blaze Zone is the keystone — everything else either spawns it or scales inside it.
- SpecialDragon's Breath
Summons a Fire dragon at the enemy's location for an AoE Fire breath. Main burst button outside the Blaze Zone loop. C5 boosts this skill's total DMG by +50% — that's where her endgame ceiling sits.
- Basic AttackFire Blast
Ranged fireballs. Cheap, generates Ultimate gauge fast (70/hit), and keeps the Blaze Zone topped up. Maintain attack uptime — every BA contributes to the next Dragon Storm.
- PassiveFire Zone
Her attacks create a Blaze Zone on the ground that ticks Fire DMG (a portion of her ATK). When Flare ENTERS the zone she gains Dragon's Breath — a Fire DMG Boost. This is the loop: spawn zone with BA, stand in zone, get buff, hit harder.
- Tag-InWings of Fire
Swap-in: AoE Fire + multiple homing fireballs on random targets. Doubles as Tag-out where she summons a dragon. With Exquisite Dragon Fire equipped, this is your Neutralization (stagger) burst window.
- UltimateDragon Storm
Sweeping Fire dragon — Airborne KB, big Fire damage, inflicts Fire Affliction (DoT + -15% Fire RES). She enters Dragon's Ambush for a set duration after cast. Open every stagger window with this.

- C5 — Dragon Power, Awaken! — +50% Special Skill total DMG. Pure ceiling scaling — only worth it if Flare is your dedicated endgame Fire main.
- C0 → playable — Birth of a Genius Magus already activates her base loop (12 Dragon Ambush strikes, 15% DEF Reduction). She is a complete carry with zero Canto.
- C2 / C4 — flat statsticks — +2 skill levels each. Useful pickup between meaningful jumps but never the reason to whale.
How to play her — boss rotation
Four steps. Stagger-anchor carry; her job is the break, then the burst.
- 1. Switch in with Tag-In for the stagger window — Wings of Fire is your opening — it pumps Neutralization with Exquisite Dragon Fire's Flamestone. Drop the boss's stagger gauge fast.
- 2. Stand in your own Blaze Zone — Basic Attack a few times to spawn the zone, then move INTO it. Dragon's Breath kicks in (+Fire DMG Boost), and (at C1) your team gets it too.
- 3. Special into the broken phase — Dragon's Breath (the skill) on the boss while stagger is active. With C5 this is a +50% total damage window — the highest single hit she lands.
- 4. Ultimate to close + maintain Fire Affliction — Dragon Storm closes the burst with Airborne KB and inflicts Fire Affliction for 5s — that unlocks Hahnul's Roar 4pc (+10% Crit DMG vs Fire-Afflicted) for whoever swaps in next.

Yes — Flare is the easiest stagger carry to learn. Ranged, AoE, summons do half the work, no stack management. Pair her with the free Angel (SR Fire Slayer) and you have a launch-week Fire team that clears every story chapter.
F2P / low spend
Strong pull target. Her C0 kit handles stagger, sustained damage and Fire Affliction in one slot — three jobs for one banner. Without the signature, Thunder-raising Tremors covers the Neutralization role and Mountain Peak Majesty SR set is a real bridge to Hahnul's Roar.
Invested / dolphin
C1 first — the team-wide Fire DMG amplification is the single highest-value Canto in her chart. Stop there unless she is your dedicated endgame Fire main; the C3/C5 jumps are real but scaling, not unlocking.
Endgame / theory-crafter
